Firewall is must for windows security. You can check its importance by using pinging feature, Probably a computer over network is not accessible and it will not respond if firewall is On(Someone can has other configuration to make it available though). It restrict anonymous access to a computer.

Rule No. 1 - Do NOT use Windows for server purposes. If I wasn't clear enough, DO NOT USE Windows, ANY Windows. And you'll live happily ever after.

Rule No. 2 - see rule No. 1.

Well, I hated every second spent in front of Windows XP, while I was working. On the other hand, W2K with IE/OE and Media Player pulled out completely is quite stable thing (for a Windows), I even had it running 24/7 for two weeks before it would slow down significantly, requiring reboot. But I definitely prefer IBM OS/2 over any Windows incarnation.

Do we have an open version of IBM OS/2 or it is necessary to purchase it? How much it will cost in the 2nd situation?

No open version, but yes there are ways to have it for "free". Original OS/2 Warp is now impossible to buy because IBM pulled the plug, but there is the successor called EcomStation (eCS), that can be purchased legally (and also obtained for "free" otherwise) , go to http://ecomstation.com if interested to see the prices, download demo version and get more details. If you have any specific question about OS/2-eCS in general, be free to ask... I'll help you as much as I can.

My understanding that it is ready to go to internet from the very moment you install it, no updates necessary, no fuss. Something like that, but it seems more like commercial gimmick to draw some attention. Good thing, though, with OS/2 - eCS, is that you can run it and go to the net virtually without ANY antivirus software at all. Not that there isn't any available but it is good for checking your Windows partition(s) only, never caught any virus on my OS/2 system, no keyloggers either.
